ROBIN's relationship to Batman (in continuity only)
Dick Grayson - ward of Bruce Wayne (ward means legal guardian, basically), years later into his adulthood, Dick is adopted by Bruce for no other reason than sentimental value and so that Dick will be part heir to the Wayne billions
Jason Todd - adopted by Bruce Wayne when they both thought his family was dead, later discovered that his mom was still alive and sook her out, died with her but was brought back to life during the Infinite Crisis
Tim Drake - originally friend and next-door-neighbor of Bruce Wayne while his father was alive, later after his father was killed during the Indentity Crisis, Tim is adopted by Bruce to keep him from becoming a ward of the state
Stephanie Brown - no relation to Bruce Wayne at all, was formerly Tim Drake's girlfriend during her 'Spoiler' days
SOOOOO... long story short...
Robin is NOT Batman's brother, all three Robins; Dick Grayson as Nightwing, Jason Todd as the Red Hood, and Tim Drake as Robin are Bruce Wayne's adopted sons.

doctor_76 has a really good answer. Also, Terry (Batman Beyond), and possibly his brother Matt are Bruce Wayne's son's. So if Matt grew up to be Robin, then he would be the active Batman's brother. ^_~.

No, his ward. Robin was an orphan taken in by Batman's alter ego, Bruce Wayne, in an act of compassion. And no, he did not adopt the lad nor did they have a homosexual relationship.

No, Robin(Dik Grayson) used to work in a circus. His parents died when two-face attacked the circus challenging batman. So Bruce thinks he was responcible for their death. So he took up responcibility of Dik Grayson. And Dik while playing in the house accidently opened door of Batcave.
