It's really simple. All of the other answers here so far are difficult or far-fetched. You can do it right away (but give it a few hours to take effect).
You turn down the hotness level on your hot water heater. Any house or facility that has hot water come from the taps has a hot water heater. Locate the hot water heater, then find the temperature setting. It sounds like yours is set too high. Turn it down just a notch, then your water wont be heated to the point where it causes burns.
Hot water from the taps or shower heads does not to be so hot to the point where it will burn you. Turning this setting down slightly will keep you from burning your hands too when using the tap. Once you've got the temperature to your liking, the kids can flush the toilet as many times as they like while you're in the shower -- it might get a little hot, but it wont burn you.

To really do that you would need to replace the old style mixing valve on your shower with a thermostatically controlled one. That new one would let you select the temperature you want and would turn down the hot if the cold wasn't coming through during a flush.
If you don't do that and the toilets are in your house you might be able to ask your family to not flush during the time you are taking your shower.

They make what is called an anti-scalding device that is fairly inexpensive and is installed between the pipe coming out of the wall and the shower head. Check you plumbing supply stores. I doubt you will find them at the home improvment stores. Most hotels have them installed in there bathrooms.
