There's a few ways to look at this...
1. He was being "economical" and "efficient", not "cheap".
2. It's better than nothing...right? At least he did something.
3. He indeed was a cheapskate. Poor him.
I don't know which view, if any, is accurate... so I'll leave it at that.

Everything is second-hand. Perhaps you'd prefer he just give her some cash from his paycheck instead of a rose that he effectively 'bought' by virtue of working and trading? Maybe he should be even more direct and just offer here some of his time to do with as she pleases?
Everything you don't produce yourself or catch, dig, or drag out of the earth, air, or ocean is a trade, and by definition is second-hand.
Kudos to the guy for thinking and putting some time into it.
Valentine's day is just some BS that's pumped up by people looking to make some money from people's love or guilt.

How would she know? She would probably be happy that someone gave her a gift.
How do you know that the flowers sold to you or purchased for you weren't originally stolen from the cemetery? I used to work at a church that had an enormous cemetery beside it. On a regular basis, a certain floral company van would show up and the driver would get out, scour through the cemetery for the recent burials and shake the flowers out of the containers and would load tons of empty containers into the back of the van, sometimes they would show up and search for the new looking flowers. I inquired with other church employees, it seems that it was common knowledge that the particular floral company robbed cemeteries constantly for resalable products.

Not a cheapskate - an imaginative, sensitive man! He could have given her the chocolates, but apparently he knew his lady friend would appreciate the rose more! Very thoughtful - hopefully he made her happy!

If you are lucky enough to have somebody like you to give you a rose you are lucky. On the way home yesterday I saw a fresh bouquet of roses tossed out the window into a snow bank. I would like to know her story

This is probably why you are single. So what, it really is the thought that counts. Hell I make valentine's cards for my GF, I personally think it is better that way. Money don't show that you like anyone, just that you have money to spend.
