A special constable is a person who volunteers to work for the police force in their spare time they have been used in some form for hundreds of years. THEY HAVE EXACTLY THE SAME POWERS. (see http://en.wikipedia.org/wiki/Special_Constabulary)
You may be confusing special constables with Police Community Support Officers (PCSO) who are a recent invention. They are civilians and since they don't have full police training (PCSOs have 2 days of testing) they do not have full police powers. But the powers they do have vary between different police forces. No - But they can call the police along if there's trouble. A bit like someone calling 999 really. Wow - glad my tax gets spent on them.

they cannot drive a squad car with flashing blue lights, thats the only differance.
They are commanded by a section officer and not a sergeant.
