Because the government does a poor job of funding the schools in those neighborhoods with blacks and mexicans. It has nothing to do with whether they are good people or not, they simply don't have enough money to make it a good school. And what do you mean "they claim they are such good people." If there is a school now that is perfect I would love to hear of it, what are you truly trying to say, are you trying to dictate something base on race, well if you are, then let me say that there are no perfect race on this planet no matter what you are anyone else want to say, there will be but when this planet is cleanse from all impurities and that is when the sun dies which will happen soon beleive it or not it is up to you. There could be millions reasons why. There's no clear cut answer. There is good and bad in every race. Mainly they (government or whoever) don't put funding into blacks and Hispanics schools or neighbourhoods. Most schools in poor communities have books that are two or three year old, no computers and sometimes they send teachers who need to be fire into the poor communities. I believe people become the product of their environment. If you start treating people like animals, they are going to start to behave like one. There are more fast food restaurants, liquor stores, and gun shops in black community. Many women are single parent and need help raising their kids and childcare. No blacks and Hispanics can't blame the white people for everything but I feel the deck is stack against us. White people have more advantage because it's a white dominate society. Just because you live in a poor neighbourhood doesn't mean good people don't live there.

Dosent matter whose in the worst schools. The united state as a whole has bad schools. We place 59 in math and english behind countries like russia, china, etc.. Poor countries. Our Education sucks if your rich or poor. The students who took these tests were rich kids from good schools! and if you dont believe me just look in the mirror my friend.

Because property taxes are the predominant source of funding for public schools. To explain the impact of that to you is beyond your comprehension so I'll quit right here.

Changing things is difficult. 100 years ago segregation forced them into subpar schools, which meant they grew up to make less money. Parents with less money live in cheaper neighborhoods with inferior schools. Their kids then don't get a very good education and grow up to make less money and the cycle continues.
