VERY good question. My answer ? Because parents have become lazy; as they both are involved in too many pursuits outside the home, do not have the time or emotional fortitude to lay down rules [WITH ramifications] and monitor their children.
Yes, I COULD have had sex from age 13-19 but did not because I was closely monitored; was not allowed to meander about without adult supervision; did not wish to disappoint my parents and the faith and trust they put in my when I DID reach 15, 16 and above and sometimes had a small window of opportunity to 'do the do' - I learned through 'denial' of a mometary sexual urge to value myself as a woman and garnered MUCH respect from many a young man and later not so young men who often told me that they considered me a woman who was to be honored, treated well and loved and respected, NOT just used for physical satisfaction.

obviously there's some cultural obstacles between your views of 'parenting' and the views held in this country....not to mention obstacles concerning gender equality, or the male egoistic supremacy, or just ideology of human nature... but...
my opinion is, the children of liberal cultures seem to me to be broader minded, higher educated, rationally agile, logically adapt, conceptually inquisitive, subjectively influenced, and socially tolerant,..more so than do children of stifled social or civil cultures.
Incidently,..the implication that there exists a variance between your nationalitys sexually exploritive age grouping, and this one is lame,...that is not so much a social incompatence, as it is a hormon development, and 'that' is nature's doing, not cultural.

What do you consider to be an "early age"? Most kids have sex well before their parents wish they did...

"left them free"...um i dont know what you mean but western culture if just different from yours i guess. thats a good thing. if i lived in a culture where women are degraded and have no freedom and cant even date...a culture where spouses are chosen for you and you cant think for yourself and girls have to cover up head to toe..i think id kill myself. but anyway western culture has nothing to do with kids having sex. once kids determine thatthey can do what they want and get over what parents think of them they'll do anything..
