Storm Troopers - the voice you hear is consistent with a storm trooper and C3PO recognizes whoever it is he sees - which suggests hidden Storm Troopers.

It was a group of Storm Troopers hiding in the Store Room. Lando tells Han after the Empire capture them that they arrived just before them.

I believe it was one of the Ugnaughts(sp?) who work on Bespin.
(The short, pig-like bi-pedal workers).
When Chewie finds 3-PO, he is all in pieces where the ugnaughts are playing catch with his head. (It also seems that 3-PO was going to be toasted literally, if Chewie didn't save him).
However, since the ugnaughts only grunt, it could have been one of the Bespin workers.

They were stormtroopers....when Chewie attaches C3PO's head back onto his torso after being shot, C3PO's eyes light up and he starts talking and says, "stormtroopers? here? i have to tell the others...oh no, I've been shot!"
