counseling ,towards individual students that the guidance teachers should be trained to go into the classrooms and give periodic lectures
to the students before ,waiting for them to come to them after they have gotten into trouble or killed others etc.and that this should be mandatory in all states etc.

Actually I think it is a bad idea, or at least ill conceived. Our government schools have devolved now into social service organizations with not enough time spent in teach the basics of a good education: Reading, Writing, American History, Math, Science, Government/Civics. It is so bad now when someone is killed in an auto accident where they were driving drunk the school brings in "counselors" to help the students deal with the "grief". Why don't they just teach that when you do stupid things the consequences can be bad? Ahhh but then they would have to teach that actions have consequences and everyone is responsible for all their own actions.

Sounds like a marvellous idea, and not just for the kids in trouble. You could have a time where they talk about their goals and effective techniques of accomplishing them, it would make them feel empowered. In a group setting they would realize they have many choices in life and they really can do anything they want.
