They Are Different Level's of Seriousness.

IF a Sign says
Risk- Means that there is a Risk of Injury, It's Pretty Low on the Scale

Hazard- Is High on the Scale it could cause you serious injury

Danger- Very High on the Scale You Could Probably Die with this
