I live in Texas. When would be a good time to plant them/

I live in a warm climate and plant the potted poinsettas we get every year in the back of the garden when we take down the Christmas ornaments. I cut them back 2 or three times a year and have a red jungle at Christmas time.

Ialso live in Texas (Houston) planted mine 2 yrs ago in a corner near Fence under an evergreen, it has gorwn and around january the leaves have changed to red, there is a pinching method recommended but I never bothered. just be aware that if you have children it is a poisonous plant

Yes you can and they will grow into a lobely green plant. However they are not hardy in a cold winter. You could bring it inside again. Also, they need 12 hours of dark for a good period of the year if they are to get red leaves again.
They grow in hedges here in Barbados and really do bloom in December.

Spring time and yes I live in Fla I have seen them get huge 14 to 18 ft tall and 10 to13 ft wide

Yes, they will thrive there.

Your seasons are the opposite to mine so I would put it out in the Spring when the soil is warmer.
