I started seeing mine from about 12 years of age, just after starting secondary school, in the UK. As long as I could see the gruff receptionist they were happy to give appointments :)

any patient no matter what age as long as he is a patient of a doctor has the right to privacy with that doctor. The doctor cannot disclose your records or reasons for visit with anyone including your parents by law if he does he is violating his oath.

i think if you are old enough to ask then you are certainly old enough to see a doctor on your own, just ring the surgery and speak to them, they will tell you but i don't think there is a restriction on age.

My surgery states all kids under 16 should be accompanied by an adult for an appointment.
