you can hang them from trees and things, and the wind spins them around? mainly made from plastic, and come in allsorts of colours!
they arnt wind chimes because they dont chime!

gee, I was going to guess you meant the wood, plastic or bamboo things that lie flat but you spread them into a spiral and they twirl.
