If you mean funny in the unintentional sort of way, I say Franken. His Air America venture was a failure, his book on Rush (of whom I am not a big fan) had the most hypocritical title I have ever seen, and now he's running for office.
Bush is also very unintentionally funny at times, but I find so much unjust criticism directed his way that I find myself defending a president who I really feel has made a good deal of blunders.
Hillary has never made me laugh, she is too vindictive and self-righteous and I don't trust her any further than I could throw her. The scary thing is that she will have a good chance to be our next president. Although I will immediately support her if that happens (I despise citizens who can't set aside their partisan views to look up the leader of the best country in the world), I would hope for a better candidate to be the first to break our gender or race barrier to the office of the presidency.

Franken is a professional commedian. The others are funny by what they say. Bush trips over his words in what we call Bushisms like "Is our children learning". Hillary funny? Hillary doesn't seem funny to me. She must have a sense of humor or the patience of Job married as she is to Bill.
