Restart your computer in safe mode. Log into the administrator's account (normally it has no password but this account mostly only show up while in safemode). Perform a scan and remove the virus, mind you, if you want to go on the net in safemode then make sure you log in using Safe Mode with networking. Now if you dont know how to get into safe mode .. restart your computer and tap F8 twice.. it would bring up the selection screen.

Goodluck

First, Spybot is not an AntiVirus program it simply is anti Adware or anti tracking cookie. Second, get AVG free anti virus, www.grisoft.com

Id assume its been corrupted due to a missing file or some other cause, not virus, maybe a worm or part trogan. Probably a permanent hard drive error. So remove the old version and go to the web and get a new version downloaded.

If a program is stopping you from going to anti-spyware sites (such as spybot, lavasoft, etc.), then it's spyware, not a virus (It's very common for spyware to stop, or redirect your browser when you try to get to an anti-spyware website.

From a command prompt, type "msconfig". Go to the startup tab and uncheck everything (you can undo this later). Then go to the services tab, look only at non-microsoft services, and uncheck all of them as well (you will undo this later too.)

Restart your computer, hit spybot or lavasoft, download the anti-spyware and run it. It should catch and kill your bug. Then run msconfig again, and recheck all the boxes (the spyware will be gone by now).

Restart once again and you're clean.
