I just depends on her situation. The best answer would be to go onto the IRS web site.

Another solution is to contact the IRS and explain that the full amount cannot be paid all at once. They will assist you in setting up a 'time payment schedule' for her.

Fiction. You are supposed to file if your income is above a certain minimum. And if a persons owes money on their taxes, you HAVE to file (and pay up). If your mom doesn't have the cash up front, she can make arrangements to make payments. But she does have to file.
