It sounds to me that it is refering to the AGP drivers for your motherboard. If the chipset drivers for the motherboard are already installed (most likely) then you're okay. You can check in device manager under system.

You can't install ATI drivers before installing ATI hardware.

AGP driver is the "conductor" of information from the video card to the motherboard, etc.
No that is not the same driver, you need a video card driver for the video card and the AGP should already be setup unless you just reformatted your computer and didn't install all the drivers yet. It's just really a word of caution thats all.
Accellerated Graphics Port, in case you were wondering.

The driver you need should have come on a CD with the video card. If you already ran the setup on the CD, then you have installed the video driver. Windows XP has some drivers included with it. If you do not use the CD, Windows will install one of its own drivers, which is not the right one. That is what the instructions are warning you about.

it should be the drivers you just installed, make sure you installed drivers for an AGP connection and you should be fine...if you used a CD-Rom you can probably find updated drivers @ ATI's website...

1st, it means you install the "Correct Driver" for your OS (Operating System) such as Windows XP, Vista, etc..

2nd it also means that you should use the Drivers from the particular manufacturer of the video card you have, Not (in your case) from ATI

i think you did not get the right driver, better delete the corrupt driver that you install and look for the right driver... you can delete that corrupt file by restarting your computer and then press F8, then select safemode, then it will boot to a safemode where you can go to the control panel and delete the newly installed graphic driver... hope it will help...
