I removed and re-installed WINS (it had some errors) and my domains will not re-appear in network neighborhood.

First, why are you using WINS in a domain environment instead of DNS? You sure you've got domains and not workgroups?

Second, when you hozed your WINS server, you also hozed its database. I assume you're using DHCP, and using it to point your workstations to your WINS server? If so, it may take days for the workstations to renew their DHCP leases (and therefore show up in WINS). Try running "ipconfig /release" then "ipconfig renew" on a workstation on one of your other "domains". See if it doesn't magically reappear in network neighborhood.

They should be re-installed by simply accessing the server.

If not, click "add network place" and fill in the appropriate address information to access the local domain.
