A player (playa) is someone who "plays the field" .. or perhaps "plays the game". In either case they are looking to have a lot of sex and not commit to any one person.

I don't know the origins of "tool" but it likely is related to being used. (used like a tool). Basically it is an insult to someone's intelligence or perhaps "street smarts".

To add to the above answer, often, a "tool" is what a "player" uses.
A tool can mean either someone who is being used for reasons other than love, or just a plain idiot.

Just use your imagination .... you already know .... just trust that you do and you will understand that no matter what language they are using, they are trying to tell you something about him that is not complimentary .... now, whether it is true or not, that is up to you to decide......
