she is a white oranda. I watch her and all of a sudden she speeds off around the tank then stops dead and starts flicking her dorsal fin and shaking it really fast, she'll do this for a few minutes about 6 times a day

it could be ammonia/nitrate/nitrite poisoning. change some of the water and it should improve.

it might be parasites too -- try a salt bath.
