Your home page is set to "Use Blank"
Click on Tools in the menu
Select Internet Options
Go to the General tab (if not there already)
You will see a box near the upper right which controls your home page.
Type in the address of the page you would like to see when you start IE (such as http://yahoo.com)
That page should now appear whenever you start IE

Chances are that your homepage is set for blank page.. Personally it's what I prefer. But, you can..
Go into control panel
Click on internet options
And set the homepage to what ever you'd like it to be. Come of the more popular ones are
http://myspace.com/username - Replace username with your own ID if you have a myspace page.
http://profiles.yahoo.com/username - as above.. replace username with your own ID.
etc.,

cauz you havent picked a homepage on your computer.
1st. Got o start
2nd. Control panel
3rd. Internet options
Its easy. Just type a website that you want to come up when to open internet. Hope that helped.

A pop up is a clear sign of adware / spyware, run a full system scan from http://housecall.trendmicro.com its free and has updated list of definitions, if that doesnt fix it, try updating your browser to the latest, but for browsing, I reccomend firefox, http://getfirefox.org a lot faster and much more secure than IE.

Go to explorer , ok
Now take tools >>internet options >>Homepage>>Address : Here look whether it is written "about:blank"
If so change it to http://www.yahoo.com
Now hit apply >>OK.
Restart internet explorer.
