Maybe I am not calling it the right thing. any suggestions?

Home Depot has them. But I agree, their website is lousy. I do better in the store than trying to find some things online. Lowes will have them, probably any hardware and plumbing supply as well.

I got mine free from my electric company! Maybe give them a call first if you have an electric water heater.

Water heater "jackets" are fairly common. I checked various names for this item on the Home Depot website and also came up with a blank. When I checked Lowe's, I hit paydirt.

Go to the Lowe's website using this link:

The item search box is below the Lowe's logo in the upper left hand corner of the home page. It prompts you to type in keywords or item number. Type in "water heater insulation" and hit the search button. It may prompt you to enter your zip code before it provides results. It will then identify the water heater insulation products carried in the store nearest to you. In my case, it identified a "Frost King" brand water heater insulation kit that sells for under $10.00. The brand may be different at your store, but I am guessing that they will carry a similar item.

In any event, these kits are very inexpensive and are easy to install.

I'd look again or go to another hardware store. Look in the insulation section. It's not really special, just a large piece of insulation, you cut to fit whatever you might be insulating so it might be marketed just as insulation with water heater being just one of the many possible uses.

They have them at Home Depot. Look under water heater insulation.
