Sometimes. If this is your problem and your lady has issues with this problem consider shaving, using more lubrication, or condoms that cover the area.
At times, pubic hair can become sharp, causing irritation to the woman. I have had this happen to me and had small lesions around my vaginal opening from the man's pubic hair. It is uncomfortable for a day or two, but doesn't cause major problems. Then again, a woman could have a strong allergic reaction from having a foreign hair "burrow" into her soft vaginal area.
