I can't download nothing or upgrade because of the administrator block.

turn the computer off,, wait a few secs and then turn on computer. while it is booting keep hitting the f8 key until computer starts up in safe mode. when it is done booting go to control panel and and then to user accounts. you can switch administrator rights or take them off in this menu. when done simply reboot computer.

You cannot start in safe mode, Key F8 and bypass a Windows Block on any system Windows has ever made.
You need those System Restore discs. Did you get those discs with the computer? If not, you bought a pig in poke. You absolutely need those always when purchasing a computer.
Get those Restore Discs, Insert #1 and then #2. Then the blocks will be gone. No other way, the way things sit now.

You have to reinstall Windows or whatever system it came with. Why would you buy one "off the streets" anyway?!
