Port Orchard is NOT near Seattle. It's a 1.5 hour car ride (with regluar traffic). To take the ferry you either need to go to the Southworth terminal, which offers limited pickups, to Fountleroy (SW Seattle), or the Bremerton ferry. The crossing on the Bremerton to Seattle run is aprox 1 hour, not counting the time you spend in line waiting for the boat or the time loading and unloading the boat.
There aren't that many apt complexes in Port Orchard, and the ones that are here don't offer a ton of amenities. Most complexes are small.
The rent in Port Orchard, Bremerton and Silverdale fluxuates with the comming and going of the carriers (Stennis and Lincoln). When a carrier is scheduled to come in there is a big demand for apts, causing the rent to go up. When the carrier goes out to sea, the demand for apts goes down and so does the rent. Currently the Stennis is out to sea, but the Lincoln is at PSNS undergoing matainence.

I highly recommend the Ballard area. It's close, with a great downtown and lots of things to do. Come out here, rent a car, and take a day tour driving all around the city. My best friend lives in Capitol Hill, she pays 650 for a small studio. It's close to everything downtown Seattle though... it just depends what you're looking for, what your priorities are.

Avoid White Center, I live in Burien. Parts off Burien are not so nice, but if you find somewhere in Gregory Heights or Three Three Point you'll find cheaper rent, a safe locale, and you'll be close to everything while not having to deal with the rigors of the city. You'll get the most for your money on the Southside, however, you must be picky about the neighborhood. In the Eastern and Northern suburbs you'll deal with high volumes of traffic. If you don't mind riding a ferry you'll find Port Orchard to be a good option as well.

There are a lot of good places to live but, stay away from the South end. As far as rent it is anywhere from 650.00 to 3250.00
