Yes you can. Back in the day when you were I think 15 you could go and get your 365 (learners permit)...That came into effect when I was I think 14 (i'm now 27). When you're 16 you can go and do the test to get your G1. All you need is the book, study it, and $100 (or that's what it was when I did mine close to 10 years ago) and then you're set. You have 2 options for doing your licence and I'm sorry but I don't know all the details. If you go through Drivers Ed/Young Drivers, etc, you can get lessons to drive, they will provide a car for you to learn in (costs about $500 I think) and they will prepare you for your next driving test...this would be your G2....then they will continue to help you and prepare you for the final test in which you'll receive your G (full) licence. I think you can go for your G2 test after 8 weeks of a driving course or a year if you don't.... I never went to a drivers ed course so I had to do the whole 1 year wait between tests. I never went through it because both my parents drove professionally for a living.
Please don't quote me on any of the prices or time between taking tests as I'm not sure of it.....But I do know that you can get your licence sooner if you take the drivers course.
Here's the rundown of what you can do with your licence (rough):
G1 - this allows you to drive with somebody who's held a valid licence for 5 years or more on any street except hiways (I believe lower class hiways like Hwy 9, 50, 27 {these are 3 close to me, that's why I used 'em} are fine, it's just the 400 series you can't use). You can't drive after midnight I think it is and there's a few other things like no booze/drugs in the system, etc...The common sense ones. I believe at this point you are not allowed to have passengers in the backseat as well.
G2 - This allows you to drive wtih somebody who's held a valid licence for 5 years or more on any street or hiway. I believe it's the same restrictions for the most part as your G1 but I believe the up the time to no driving between 1am-6am but again, don't quote me on the times. I believe here you can legally have passengers in the backseat.
And finally your G - This allows you to drive at any time, on any road/hiway without anybody else in the vehicle with you. Same as always (common sense), don't drink and drive, get high, etc.
If you have any questions, ask your parents/older siblings about it or look up the drivers licencing place near you...I'm sure they have a website and will give more detail. If all else fails, go to your local Canadian Tire or wherever and purchase the Drivers Handbook which will give you all the info you should need.
Good luck and drive safe when you get it!!
