If it is a fuse, I assume that is an easy repair. If not, then what is the best course of action?

Also, the blower motor was running louder than usual. Yesterday when I turned off the enigne while the blower was on. When I restarted the car, the blower motor did not come on. Is this related and am I looking at a expensive repair?

it could be a fuse or fusable link, which is located under the hood, you might need a new blower motor itself, or it could be the control switch that turns the blower on. have a qualified mechanic check this for you. good luck

Yes, it can be a blown fuse. Check the fusebox, it's likely the same fuse is shared by more than just the blower. If it's the case, see if the other component works, and if it does - it's not the fuse.
It also can be the climate control head or the motor itself, both (especially the controller) are quite expensive scenarios.
And yet the third possibility is the resistor module. Most of these things will require professional involvement.

by the sound of it its the blower motor itself if thes no sound from the blower on high try it on the other setting if still no sound its the motor if it works on other settings it may be the resister or a relay good luck
