Why government didn't make worthful policies to develope agriculture?suggest some ideas to improve this sector?

No doubt Governments are making worthwhile policies but they are getting spoiled by the executives, while implementation. Governments must not only make policies beneficial to the public but must oversee with more vigil and care the implementation of the policies so that the benefits reach the needy and poor .
We are hearing a lot about Bangladesh Nobel Laureate Mr.Muhammed Yunus who founded Grameen bank three decades ago,ushering in an experiment in rural banking that lent money to poor people without any collateral’s. Due to its’ success in uplifting the rural mass, it has been emulated in an estimated 80 countries.

Our Government must try to implement such schemes with all sincerity , to lend money to the small and marginal farmers in the rural India and it will not only help the rural poor but also improve the agrarian economy ,lifting millions of people above BPL(Below Povert Line).
