blocking what u mean, if you can see it and if it says unauthorized access it means it is not open to public it accessible to private individuals. other reason is your web server is not allowing you to reach this kind of websites for some reason, in this case if you have proxy server you can use it for a while and ask your admisistrator. i hope it can help you.
