my adapter to to keep my battery charged on my labtop is plugged in but not charging. do you think i need a new adapter or a new battery for my labtop??

I would first work out some problem solving.
1. How old is the battery? If it is more than a year old, the battery could be bad.
2. How do you know it is not charging?
b/c you unplug it and the computer does not power on?
If this is true, you may not have had the power cord plugged in right. Or, and don't take offense it happens to the best of us, but you may have plugged it into an outlet that is controled by a light switch and the switch is in the off position. Try another outlet.
3. How long do you leave it plugged in for? Should be plugged in over night to be sure.
4. Do you use a surge protector? If not your adapter could have gone bad. An adapter costs about $50 - $100, a new battery can cost $70 - $200.
They sell portable surge protectors for laptops I would suggest the investment.
5. Check the power management tool for your laptop. There should be an icon, start menu program, or control panel program (like Control Panels Power Management) that can tell you if you have AC power connected. If AC power is detected it will let you know. It will also let you know that you are in "AC power mode". If this is the case your adapter is fine. If the computer detects AC power then the adapter is fine and the battery is most likely the problem. If there is no AC power detected then your adapter is either not plugged in right, or bad. If that is true start witht he adapter before replacing the battery. This utility comes on all laptops and is an easy place to check your AC adapter.

If you remove the battery, does the laptop run on AC power? If so, it's probably the battery that needs to be replaced.

You need a new battery. It only takes a couple years for those to wear out.
