This is the plan - I am working on a script for a new Hollywood movie. I need to know from a audience stand point if it is too similar to the Matrix.

A male hero evades the law running as fast as he can and anywhere away from them. They move like Terminators but are in fact human and look just like any LA cop. They are unstoppable and wiping the city clean of crime and other social problems. The as yet unridden areas are where are hero hides for unknown reasons? Any good I realise that this is just a rough outline

Hmm. Not really. The world isn't a simulation. and the story is different. Make the cops not look like The Smith dude from The Matrix. The guy can't dodge bullets...You got a pretty good outline. Just don't name the hero Neo. I would give you more help if you put in details. Hey Garcia! Is the police robots, genetic experiments, other? Heroes are categorized in these categories

Revenge Heroesor Tragic Heroes: Dark Heroes with vengence: Batman, Spiderman, Phantom of the Opera, Achilles..I am sure I know some others..

Badass Heroes or Antiheroes: These heroes are cool and are usually dark as well: Sawyer from Lost, V from V for Vendetta, Wolverine from X-Men

Traditional Heroes: Nothing special about these heroes really easily become boring:Jack from Lost, Harry Potter, Superman, Mario, Link

Some heroes are Reluctant. Like Neo or Darren Shan from Crirque du freak. Heroes, in my opinion are not as fun to create as villians.

I love a good vigilante story and i like the heroes to a bit dark.

Questions i have to ask are:

Good or bad: are hey doing this for their own gain or are they doing it because they have suffered and don't want others to go through what they've gone through.

What type of superheros are they? Are they creatures, superhuman, from anther planet etc?

It sounds good but most films are the background info on characters and how they came to do what they are doing now.

I liked ferguni's question and I also agree with him. But one thing, Sawyar doesnt really go with V from V for Vendetta. Because, he's someone who cares about people, not selfish.
Well, anyway. your film is not like Matrix, but tell them to work on the effects differently or sharply. It's one of the greatest parts of the movie but it's the very single thing that makes the movie boring if it is copied or even similar to any other movie. specially famous ones.

It's a bit vague but my tip would be don't have them cast Keanu Reeves. Wooden acting isn't big or clever.
