The Rising Sign? This is the most difficult element of the chart to explain, but may be even more important than the Sun Sign. In a nutshell, it is the Higher Self.
You came into this life with one of the 12 signs of the zodiac on the horizon. This sign represents your horizon - your aspirations, what you look for in the world, and what you want to reflect. It is not surprising that much of your outward appearance, or the way you present yourself to others is determined by the Rising Sign, (and also by any planets that were rising when you were born - the Sun, Moon and planets rule the Zodiac - so a person with Venus rising is much like a Libra or Taurus rising, and Moon rising is just like Cancer rising, etc.)
We want to attract and bring into our lives that which we aspire to. A Libra rising person looks for beauty, equality and comfort - and his/her natural beauty and charm are helpful in bringing it. An Aries rising individual looks for excitement and new challenges. Her/his look of bold determination and fearlessness is conducive to finding it!
Why is the Rising Sign so important? Once you discover why you have the particular Rising Sign you do, you will be on the road to realizing and sharing one of your most powerful gifts. It represents an important aspect of what you were born to work on perfecting in this life (it could take several lifetimes.)
Ruled by earthy, romantic Venus, Taurus seeks stability and calm security. She is not easily moved, yet is constantly moving toward greener pastures. The Taurus desires comfort, beauty, serenity, luxury, sensuality, security and loyalty. Any changes must be slow and gradual - no sudden moves or watch out for some stamping and snorting!
Taurus is associated with the throat. Most people with Taurus prominent have a deep, powerful, or melodious voice. She has an ear for music, an eye for artistic and natural beauty, and an appreciation for all things conducive to luxury, comfort and romance.
The Taurus has no difficulty voicing her desires. The need to feel safe and secure is so pronounced that the Taurus native is often associated with money, banking, business and trade. While accumulating wealth and beautiful things may be a priority, the focus is usually on quality rather than quantity.
Whether a person, place or thing, Taurus is always deeply devoted to the object of her desire. It is very hard to move the Taurus from her chosen path, as she has a stubborn determination, and patience over time.
AQUARIUS RISING (also Uranus rising)
The woman with Aquarius Rising has a very idealistic view of the world. Upon first meeting she may seem cool and detached, but that is only her way of approaching the world. She sees the world as a place of freedom and equality, and so regards everyone with complete impartiality. She is very disappointed when reality does not match her vision. All men and women are potentially her friends. Aquarius rising is naturally rebellious and is attracted to the new and unusual. She may dress in a haphazard or unconventional manner.
Aquarius Rising is here to share her vision of a better world.

Yes it affects you massively.
Your Sun in Taurus means you'll be the classic bull headed Taurean but the Aquarius rising will make you a bit of a dreamer and also could influence you to be quite self centred - I want what I want etc.
The fact that you asked means you're quite self aware, sensitive and need a certain ammount of assurance which helps to null the self centred thing.

Your rising sign is how you present your selves to others. When you read your daily horoscope, you are actually supposed to read you sun, moon, and rising signs for the day and combine them to get a better interpretation.
The actual day to day predictions, I don't really get into. But as far as personality and feelings go, knowing the signs of your natal chart helps you have a better understanding of your self.

Great Article which should address your concerns:
How Your Sun, Moon and Ascendant Affect Your Personality
Like most people you probably know your sun sign. You may read your horoscope but somehow you don’t relate to the personality descriptions associated with your astrological sign. How could approximately one twelfth of the population have the exact same character anyway? They don’t. Your sun sign is only part of the picture.
Only a full chart reading will give you an exact picture of the astrological influences that affect who you are. But a full chart reading may seem too confusing or overwhelming at first. Most people need to take it in little bites.
You can gain a lot of insight by looking at your three major influences. In addition to your Sun Sign, you may be very strongly influenced by your Rising Sign and Your Moon Sign.
Your Rising Sign, also known as your Ascendant, is the sign that was rising on the ecliptic at the moment of your birth. Your Ascendant defines how you relate to others the world and how others see you. Your Ascendant plays a major part in defining your personality and even your physical attributes.
Let’s say your sun sign is Leo. Leo, a masculine sign in the element of fire, demonstrates courage and action. If your rising sign is Cancer, you may also feel a deep connection with family especially your parents. A Leo’s appearance may also be lion-ish and dynamic. With your Ascendant in Cancer your face may also take a rounded moonlike shape.
Your Moon Sign is another important player in describing your personality. Just as your sun sign is determined by the position of the sun at the time of your birth, your moon sign is determined by the position of the moon at the time of your birth. Your moon sign is more closely connected to the way you see yourself, your inner self.
Knowing your moon sign will help you understand your best ways to ground and center yourself. Let’s take our Leo, with Cancer Rising and say his moon is in Capricorn. This may amplify his already strong ambition while adding practicality and sensibility.
So in order to get a fuller more accurate picture of your personality, you will find it is helpful to read character descriptions for each of your three major influences. When reading your horoscope, too, you can read the listings for all three; you sun sign, your moon sign and your ascendant.

The rising sign is the you in the here and now. In your case it'll make you a bit more intelligent, quirky, independent and stubborn than your earthy ideals will want. (As if the Taurus in you wasn't stubborn enough!)

They say rising sign represents how you present yourself to the world, a way to interact you're comfortable with, even if it's not quite how you are deeper inside.
