You can use group policy to limit which tabs are available to a user. If you use the Group Policy Editor to navigate to User Configuration / Administrative Templates / Windows Components / Internet Explorer / Internet Control Panel, you can enable the following group policy objects:

Disable the General page
Disable the Security page
Disable the Content page
Disable the Connections page
Disable the Programs page
Disable the Privacy page
Disable the Advanced page

First off what type of domain are you running? What type of client machines do you have? 2000, XP? If your running a 2000/2003 Active Directory domain you can use group policy to disable those options..

You can use Group Policy to disable any of these tabs. First, start Group Policy Editor (GPE) for a specific policy (e.g., from the Microsoft Management Console--MMC--Active Directory Users and Computers snap-in, right-click a container, select Properties from the context menu, select the Group Policy tab, then select Edit). Navigate to User Configuration, Administrative Templates, Windows Components, Internet Explorer, Internet Control Panel. There, you'll see an option for disabling each of the seven tabs.
