Lack of knowledge, lack of a vocabulary to enable him to speak intelligently, very young or very immature - or both, is generally offensive and disrespectful to everyone in his life, can't think or reason well enough to actually think of something to say, can't read or write, can't put a logical thought in sentence form, can't compose a sentence - much less a paragraph?
