I was actually gonna ask that exact question today! I was thinking about it and its a good question coz I think England could definately be so much better. It wouldnt be impossible, theres just a few changes that need to be made.

I cant actually decide on just one but it all kind of ties in to one so it is sort of one! Firstly, I would deport anyone who has immigrated here in the last 5 years (I know it sounds a bit harsh but they will have a chance to return). Then I would deport anyone else who doesnt speak at least a certain level of English. Then I would change the laws a bit so that less people recieve benefits, make prison much tougher and just generally make everything a bit tougher so that there is lower crime rates and less unemployment. I would make people proud to be British again. Then, once England was improving I would let people immigrate here again but with much a much tighter policy so that they had to pass a test, had to speak good English and weren't entitled to any benefits.
I know this might not work but I think it is definately possible to improve England by using something along these lines.

The outrageous cost of living.

In fact I left England for this exact reason. I now live in America, do the same job, but now I live in a home that is three times the size, newer and in better condition. I drive a luxury car that I could not possibly afford in England (it would have cost around £40,000 or $80,000 over there, yet cost me only £18,000 or $36,000 here). I can afford to eat out every day if I want to. I own a 57" TV and other luxuries I couldn't afford in England.

About the only good thing is if you can actually afford to buy a home, it generally appreciates nicely in England, so you can take out a nice fat home equity loan. But of course once you do that it is hard to afford to move up. Unless you are rich the homes are small, old fashioned and poorly equipped in the UK, compared to America.

I would change the culture that is killing our country and turn the clock back at least 30 years. Keep the country as it is but get rid of this soft spineless group of PC twits that will not allow so much, stop the nanny state telling us what we can and cannot do, bring back Capital Punishment for the more serious crimes that plague our country. Stop immagration until we can sort the country out and then bring in controlled immagration, make everyone who is on benefits that can work get a job, expell all those that are here illegally without good reason, expell those who degrade our flag, queen, laws and goverment, make English a compulsory language.

That it's so far away! I would love to visit England someday - the distance makes it expensive - not cost-prohibitive, but definitely have to work out serious personal budget cuts and increase savings before I'll be able to see England!
