Call the TABC Dallas Regional Office at (214) 678-4000 They should be the Office covering that area and may be able to answer your question. There are so many ways to be "dry", such as on/off premise, beer off premise only, no liquor stores, private clubs, etc. and it also depends on city/county ordinances.

If the area is dry for on premise consumption, most bars/restaurants will be "private clubs" which allow you to become a member and consume alcohol.

Not only are there dry counties but there are dry precincts within the counties. Most restaurants can sell alchohol by having you "join their club" but I am not sure about liquor stores.
