I ask because when scientists ponder whether there is life elsewhere in the universe what exactly is the criterion they use? I mean, can't all things, even down to the atom, be considered a form of life - albeit a simple one?

There is no set definition to life but there are characteristics of life. Things of life respond to the environment; internal and external stimuli, reproduces (gives life), it grows, it uses energy, has a cell...yes, one cell because the cell is the basic structural unit of life.
