I just had a bill collector leave a message stating "by law you have to return this call." Is that true?

No, they can not force you to call back and there is no law stating you have to call them back. But by law its your debt and you owe it. By law they can take you to court sue you for the money depending on what state you live in.

If you have problems with bill collectors contact CCCS they help you get out of debt and the bill collectors cannot contact you.

Absolutely not. But, I would not avoid them. If you are up front and keep in contact with them, they are more willing to work with you to make payment arrangements or less than full balance settelments. If you don't care about your credit score and don't intend to pay, just ignore them.

No, you can also request that they do not call you again but becareful they can take you to court over the bill
