They aren't born with them, no. Well, they have itty nubs, but they are not noticeable whiskers until they get older - and they make one think of a wise old fish when the whiskers are long.

They have them however they are so fine they are almost impossiable to notice. As they grow, they will become more pronounced. All koi have barbels/whiskers.
