In the winter time, the oil companies change the formula for their gasolines and diesel fuels. This "winterized" fuel is supposed to keep the fuel from "gelling" up and freezing in the fuel lines/filters. It also is less efficient, making mileage suffer.
Also, people tend to let their cars warm up longer to get the heat going, burning more fuel in the process without adding any miles.

It burns richer when cooler that is: more gas per volume of air so as to keep the engine running.

the engine gives off heat when it burns the gas--colder ==more heat loss==lower mileage

There's the winter formula w/ no Ethenol and the Colder air causes the engine to burn more Gas.......

Because the cold air is working against all those fluids, etc that ideally need to run at a certain temp.

Yes!! The car has to use more gas because it has to work harder to stay warm
