Besides trying to clean it with a cleaning kit ... not much you can do.
New dual layer ones with lightscribe are available for under $50.
It's not worth repairing.

if your DVD burner is less than five years old it could be just a matter of it not being able to handle over-burn or that the type of DVD disc you are using is incompatible

most DVD burners of 5 years or over can burn between 4x - 8x max. however the DVD-r that are being made currently burn up to speeds of 16x (sometimes more). the older DVD burner drives cannot handle this. however, most companies that manufactured older burners have a software that will 'flash' the drive to bring it up to speed. you would have to check the site of the brand of burner that you have and do some research.

also DVD discs come in plus (+) or minus (-) which determines how the DVDs are burnt. if you've recorded on a + discs and it's given problems, try using a - disc.

as mentioned before over-burn can cause the problems that you mentioned above. over-burn is forcing the disc to write more information that it was designed to do. for example, you may have a movie that's 5 GB in size, however the DVD can hold up to 4.7 GB of info. most software will allow you to force the extra.3 GB onto that discs and a lot of times it ends up with pauses and skips.

not sure if any of this relates to you but i hope it does. also get yourself a lens cleaner and see if that helps. if all else fails get yourself a new DVD burner - they are not expensive.

cheers
