Use some straight un-diluted windshield washer fluid. That will cut thru the ice in seconds. Then try to warm up the windshield slowly using the air circulation set to blow on the windows and use the AC and warm up slowly to using the heater.

Turn on the Defroster turn the Tempature to the Hottest Setting.

Have a couple of towels handy to wipe the water up and keep your dahboard dry.

Turn on the heater with the vents towards the windshield and leave it working awhile. If you have the time to wait, this is your answer.

If you have ice on the inside of your window, I would bet you have the air intake control on your dashboard set to recirculate the air in the car. If you change this control to have outside air brought into the car, you won't get ice build up on the inside.
