Ghana is a very poor country - the average earnings are just $2600 per person per year compared to $43,500 in the US.

The government does spend a very high proportion of it's budget on education - about 40%, in comparision to other countries this is a huge amount. However, translated into dollars (or cedis in Ghana) it's not a lot.

The birth rate is 3 times that of the death rate and life expectancy is 59 years, there's also 20% unemployment. 60% of the population are engaged in subsistence agriculture. The result is very little income for the government and a country in which 1 in 3 of the population are children. In short, a huge number of children to educate and very little resources.

Education is highly prized amongst Ghanaians and children are very enthusiastic when it comes to attending school. It's not for a want of trying that they're poorly educated.

Further, there is the financial burden on the families and with most not actually earning anything then it's almost impossible for them to send their kids to schools.

It's not just mathematics and not just primary schools but all subjects at all levels.

There is no easy solution - the government needs much more money. Simply giving large sums of money is like sticking a band-aid on a gaping wound. The entire economy and infrastructure of the country needs to change but this is impossible unless there's a very dramatic change in the way the economics of the world function.

Standards are improving but there's only so far they can go with limited resources.

It could be that the curriculum and teaching are very poor; conversely, it could be that math is not valued enough to motivate students to work hard in order to master it.
