I believe in 85 it was still a cable driven speedo. I woul check the cable and the gears in trans or cruise servo, if applicable.d

this year camaro did have a speedometer cable. Check where it feeds into the trans, I have noticed a bunch of Chevys that the speedo cable works its self out over time

We had this problem in my civic. Pull out the gauge cluster and check the circuits. More likely than not you need a new speed sensor.
