Wear dress pants and plan to arrive at the interview 20-25 minutes early. You can wear your boots but take along a pair of dress shoes that you can change into. I'm sure the mortgage office has a restroom you could use to change into your dress shoes. This would also give you a chance to freshen up your hair and makeup.
No matter how cold or snowy it is, DON'T wear jeans to an interview, ever. It's unprofessional and employers will think you are sloppy, no matter how well the interview goes.

We have about a foot of snow here and it's a challenge to figure out what to wear to work here too!
Here is my advice: I would a long skirt and snow boots or goulashes. That way, you don't get the bottom of your pants all crappy. Wearing a long skirt will still help you stay semi-warm. With only three inches, that stuff turns to nasty slush and FAST...don't risk ruining a nice pair of pumps of boots. As long as the rest of your outfit is professional (office-type attire) you'll be fine. I think that the interviewer will understand that it's February in New York and sometimes you just have to wear the proper footwear.
Now, if you would still like to wear dress shoes, you could always carry a pair of pumps with you - say in a tote - and change when you get there, leaving the boots out in the lobby or something. I'm sure the receptionist would let you know if it's kosher or not.

OK here is a good trick. Get a small back pack to carry your dress shoes in. Wear a nice pair of slacks and sweater (not bulky) and a jacket that matches your slacks. Wear your rubber boots until you get there and then switch into your pumps. They will be impressed with the effort. You can also carry your resume, Id and other things you need in the backpack along with a plastic sack to slip your rubber boots into and leave at the door with the umbrellas.

I would wear office appropriate clothing, wear sensable shoes for snow and bring a pair of dress shoes in a bag, change before you go in, leaving your bag at the reception desk if possible.
First impressions are 75% of the interview, sad but true, Don't ruin it by wearing jeans.

You only get one chance to make a first impression. Wear a nice pair of dress pants with shoes or dress boots. Jeans are an absolute no-no. Keep the make-up and jewelry to a minimum also. Don't forget to take an extra copy of your resume with you just in case.

If you wear jeans, kiss the job goodbye. Do you have the dressier boots? Wear those. If not, don't wear big bulky boots. Go with shoes. The snow should be pretty well cleared from paths you'll be walking anyway.

You wear for the interview what you would wear to work in the current weather. You bring with you a small piece of luggage containing office attire as though you lived at the office and did not brave the weather. Wear the jeans.
As part of the interview, ask what you would be expected to wear in the office in such weather. Show them that you are prepared to change into office attire upon arrival. Show them that you are thinking ahead.

wear a long black pant. As well as shoes wear long boots (not that high) for the shirt wear a classy one.

you could always wear any good snow gear and then when you get there have a simple but great interview outfit to change into.
