The moment that Desmond turned the key he was apparantly and inexplicabily sent back in time. His memories are fragmented but he can remember various things that havent happened yet, including his experiances on the Island. Apparantly its a important time in his life, his decision to not ask Penny to marry him and break up with her is what ultimately causes him to end up on the island. As to the lady who informs him that can't ask Penny to marry him and that he can't change the past...that was just I think a tool to force the character back on course. Ultimately the moment he decides he CAN change the past he wakes up again on the island. As far as seeing into the future....I think perhaps what we haven't seen and where Lost might be heading is that Desmond has experianced all this before and he's been to the future aswell and seen Charlie die and other events. Lost is beginning to lose me with its increasingly muddled plot and characters.

Beginning: Desmond found Charlie and Hurley and took them to Locke and Sayid. They explained that Eko died. All of a sudden Desmond ran for the ocean and saved Claire from drowning. It was odd how he knew she was drowning because they were a mile away from the beach. Charlie and Hurley then decided to get Desmond drunk so they could figure out how he knew about Claire. Then Desmond had his flashback.
The flashback: Desmond was in England with Penelope and she was moving into his flat. He was painting one of the rooms when he fell off a ladder and got a concusion. After that he started seeing events that would take place in the future(Being on the island, the hatch exploding, etc.) He decided to ask Penn to marry him and went to buy a ring. When he decided on which ring to buy the woman behind the counter wouldn't let him buy it because he wasn't "suppose to". He and the lady take a walk and out of nowhere this man was killed. The lady knew it was going to happen but did nothing to save him . When asked why she didn't save him she said she couldn't because he was supposed to die. Desmond then saw Charlie and then later broke up with Penn.
End: Charlie asked Desmond how he knew about Claire and Desmond said he was saving Charlie because if Charlie would have gone after Claire he would have drowned. That was the 2nd time Des saved Charlie. Des then said to Charlie that "no matter what I do you're gonna die".

The guy they found in the bunker pushing the button (beginning of the series) comes back and turns out to be able to see some of the future. It doesn't look good for Charlie.

It further goes into the back and forth in time thing. There will be something revealed to explain that some of the things that happened have spanned different times.
