I would like to learn mathematics again , preferably in Dutch language but English is fine also.

Do you have a local community college or junior college? That's a good place to start. Sign up for some introductory math classes. The language doesn't matter too much. Math is the same in every language. Math is a language in and of itself.

You can also learn it online, from any of a large numbers of teachers like me.

Any college, or adult learning center. Even high schools will offer adult courses, they are after hours though, or correspondence.
