Quite a tricky one, normally you'd find a producer or studio willing to take your project on. Bear in mind only 1 in 100 scripts get the green light and usually 1 in 100 of *those* actually get to be made. If it can be done on a low budget, how about you direct it yourself. Find a local filmmakers group, and propose your project to them, in that way you a) meet lots of friends who are into the same thing as you. b) you get all their expertise for free (assuming you help them out with their projects) and c) you have more of a chance to get your film made. It's a tough, but rewarding world out there - Good Luck!

I was a line producer for a production company and I can tell you honestly that very few people will look at a script by an unknown writer who is not represented by an agent. However, if you are willing to travel to promote your work, you may be able to get your script looked at by those people that can help you. There are many screenwriting seminars and pitchfests where you can "pitch" (try to sell) your screenplay to agents, producers, production companies, etc. A couple of places you might want to look into are The Great American Pitchfest and Creative Screenwriting's Screenwriters Expo--I've included the links to both below.
Screenwriting is a tough business and not at all easy to break into. Thousands of people try to get their scripts seen by Hollywood each year and only a few dozen of these are ever optioned. Of the few dozen that are optioned, only a handful will ever actually make it to the screen. I'm not trying to discourage you--I'm just trying to let you know the odds so you'll know that getting your script into the right hands can be hard work. Just don't give up. Good luck!

without an agent you are able to try different pitch contests that are held to attempt to get your theory to someone interior the marketplace. be particular you sign up a copyright first on your script.

You have a lot to learn. You sell it to a producer, not a director.
