If you aren't formally charged with any wrong doing; she will eventually lose her integrity and value with the local police.
Aren't there any community centers with free legal advice?
Look in your yellow pages...Renters do have legal rights and one of those is called "the covenant of quiet enjoyment" - which means as long as you aren't being loud, you have a right to enjoy your rental property in any manner you wish.
A driveway should be considered a common thoroughfare and therefore free passage is fair...and that might mean tire marks are acceptible.
If you can't be neighborly and try to work out your differences with her...and you can't see an attorney...you are going to have to ignore her until you can either find a new home or afford that attorney consult.
I don't know what the terms are for a restraining order, but I foresee one of those being valuable in the near future as well. As the police get slower and slower in their response times...she will be forced to get closer and closer to bother you.

Take the high road. Make a batch of brownies for your family and take some over to her. Sit down with her and ask why all the calls. If you become an actual person to her and not just some entity that is annoying her from next door, she'll start respecting your actions. If after a month that hasn't worked, then you've done your best and you can let the cops handle all the crank calls they get from her.

Find some reason to call the police on her several times in a week. If she or they can think up such juvenile things to call about, I'm sure you can as well. Maybe after a few calls she will understand how annoying and embarrassing it really is to have the cops show up at your home. If there are no city ordinances against any of the things she calls the police for, then they should tell her to stop calling unless she has a legitimate claim.

sounds just like a crazy situation I am in, with my crazy a** neighbour.
my neighbour actually complained to my housing association for a police man knocking on my door, when I had asked for the police to come and investigate a private matter.
I have had police and the asbo team visit me after complaints made about my 16 yr old ADHD son. I simply told them that if my son had done these things then surely he should have been arrested.
They went away telling me they will want the complaints to be made when it is happennning, so that they can come and investigate. Have not seen them since.
My neighbour complains about everything and has attacked me and my children with foul language in the street. My solicitor sent her a letter warning her that if she does not stop that an injunction will be issued her.
My landlord is organizing mediation after I told him that I have had enough and want to move after she sent a letter through my door about a humming noise in my home. I have agreed because it might just show her true colours.
The police arn't stupid and will realize what she is up to, why not invite the officer to your home to chat about these issues, have a friend with you, normally once they put a face and character to the complaints they will stop telling you about them.
See if you can get her done for wasting police time.

Your neighbor is harassing you. Instead of filing charges you could get a restraining order that might help. You might try calling legal aid, this group helps people who need lawyers but cannot afford them. Then you could sue her and maybe she would be forced to move. Please be careful of her. I saw a story about a woman who harassed her neighbor and when the police would not respond to her calls anymore she shot at the family . I believe she killed the Mom but I am not sure. I do know she is in jail now. Good luck to you.

Their is a place on Harrget st down town Raleigh that takes cases like this for free. I assume NC means North Carolina. I am not sure of the address. It is across the street from First Citizens Bank.

Really the cops will figure out that she is just a pain in the butt. I don't know if I would try to talk to her .. she might come up with something crazy to call the police about. Maybe talk to your landlord?

seems to me the police would stop coming over by now......the only other suggestion i have is for you to put up a privacey fence.....quickly. If thats not a possibility then find out if its the owner who lives there......if its renters perhaps you can talk to the landlord about these people.

well the cops havent broght you up on charges sooner or later they will tell her not to call them about little stuff. sounds like to me you need to have a party. just dont have it after hours play the music right till 10 stay whithin the laws. then tell her the next day you where within youre rights. hell why dont you invite her. just to say you did
