A blog is basically a journal that is available on the web. The activity of updating a blog is "blogging" and someone who keeps a blog is a "blogger." Blogs are typically updated daily using software that allows people with little or no technical background to update and maintain the blog.
It's completely different from google search.

Well, I suppose it is more focused on blogs. If you search under the usual google or yahoo search, you will get websites most of the time instead of blogs. Most of these websites paid for their listings to appear in the first couple of pages.
As for the official purpose of google blog search, you may want to read the official site - http://www.google.com/help/about_blogsearch.html
"Blog Search is Google search technology focused on blogs. Google is a strong believer in the self-publishing phenomenon represented by blogging, and we hope Blog Search will help our users to explore the blogging universe more effectively, and perhaps inspire many to join the revolution themselves. Whether you're looking for Harry Potter reviews, political commentary, summer salad recipes or anything else, Blog Search enables you to find out what people are saying on any subject of your choice.
Your results include all blogs, not just those published through Blogger; our blog index is continually updated, so you'll always get the most accurate and up-to-date results; and you can search not just for blogs written in English, but in French, Italian, German, Spanish, Korean, Brazilian Portuguese and other languages as well."

Yes it is possible, but not for all content. For example, you can't have adult content or anything that infringes copyright. You also can't tell your visitors to click the ads. You have a couple of options for placing the ads. Either use the code provided by AdSense or use one of the many WordPress plugins that are available.
