The song is called 'Chaiyya Chaiyya' and is from the film Dil Se, which translates literally as "From the heart". 'Chaiyya Chaiyya' doesn't actually mean anything, it's just a melodic sound.
The actor on the train is Shahrukh Khan. Hope this helps you out.
Oh, and this song featured in the beginning of the film 'Inside Man' starring Clive Owen and Denzel Washington.

I may be totally off base because I don't think this is part of any movie.
In the video for People Get Ready, Rod Stewart has invited Jeff Beck to join him in LA to make it rich. Jeff is riding through the desert in a boxcar passing Native American villages as he goes.
Later you see Rod dancing with these pretty girls in a similar village.
